Upstore being blocked is a 'false positive' mostly made by browsers(chrome/firefox) or one of their extension, an antivirus program or by your Internet Provider DNS. 1) CHANGE DNS TO 8.8.8.8 and 8.8.4.4 (GOOGLE FREE DNS SERVERS IP) - this is mandatory also if your country make a lot of censorship. 2) TEST WITH DIFFERENT BROWSER like IE,OPERA and so on 3) TEMP DISABLE ANTIVIRUS SUITE PROGRAM AND RETEST THE CONNECTION TO UPSTORE
